Dr. Perini began his journey in technology at Stony Brook University in New York. Originally intending to be a musician and artist, Dr. Perini took an “Introduction to Engineering” class with John Truxal, an award-winning Control Theorist who was contagiously exuberant about engineering and became enthralled. After earning a Bachelor of Engineering in Electrical Engineering in 1982, Dr. Perini moved to San Jose, CA to earn an MSEE at Santa Clara University in 1985. He began his professional career at Lockheed Missiles and Space where he designed complex ground support equipment that verified functional and performance integrity of satellite systems and became the corporate POC for printed circuit board level test equipment and a presenter at the annual Test & Measurement World Conference.

Dr. Perini re-vectored his career trajectory with a career move to systems engineering and a geographical move to Highlands Ranch Colorado where he led SE&I activities at a satellite ground station, followed by a corporate move to TASC to support the NRO in Chantilly CA. Upon promotion to section manager in 2000, Dr. Perini met with TASC leadership at a management training capstone dinner and asked, how can I grow quickly at TASC? The answer was “Business Development,” and the next day, Dr. Perini began a decades-long venture into Proposal Development, Capture, and Business Development (BD) with cumulative wins exceeding $4B over 17 years.

Dr. Perini has flourished in the world of BD whose successful pursuits span DoD, IC, Federal, State, and Local government customers across diverse functional areas including SETA, SE&I, R&D, Cellular Service, data processing, telecommunications, border protection, logistics, and cyber. Contract wins have ranged from $10M to $1.2B.

Dr. Perini launched CeleraPro initially in 2015 as a Business-to-Business consulting company, providing expertise to large and small firms in the areas of Proposal, Capture, and BD. After years of winning work for other companies, he decided to transform CeleraPro into a company built on a foundation of integrity with deep insight into customer needs, a culture focused on employee growth and bringing innovative thinking to government customers across broad areas of technology. CeleraPro in its new form is poised to deliver expertise to US Government customers.

In his spare time, Dr. Perini earned a Ph.D. in Information Security from George Mason’s Volgeneau School of Engineering with doctoral research that culminated in the development of a new biometric modality that uses low voltage emanations from the brain to confirm the identity of an information system user with 99.99% accuracy.

Dr. Perini has two children with whom he participates in cub scout activities, music, and hiking.
